Plan to Practice Cohort

By invitation, up to five districts to be confirmed by October 31, 2026

Build the systems, structures, and relationships to translate your strategic initiative into improved support for students and educators.

Cohort Program Components

  • Fellowship

    One leader from your district is named a Plan to Practice Fellow to build internal capabilities and position your team for sustainable change. The Fellow co-leads the hidden org survey inside their district, defines the problem of practice they will work on, and participates in the seminar series with other Fellows.


  • Organization Analysis

    For the hidden organization, LearnScope conducts a simple survey with your staff and applies network science to map the relationships that shape perceptions and practice in your district. Identify key influencers and bridge builders to inform change management, coalition building, and continuous improvement efforts. For the formal organization, select leaders self-assess their district against LearnScope’s Capacity Model.

  • Learning Community Seminars

    Fellows participate in monthly seminars, working through the LearnScope Capacity Model, analyzing their own hidden organization findings, and building continuous improvement teams in their own districts.


  • Personalized Coaching

    Fellows meet 1:1 with LearnScope’s CEO each month to engage in structured coaching tailored to the specific needs of the Fellow as they work to build continuous improvement capabilities in their district.

Your district is a fit for this cohort if…

  • You are developing a new strategic plan and want implementation quality, change management, and continuous improvement built in from the start.

  • You recently adopted a strategic plan and are moving your team from naming initiatives to designing and implementing them.

  • You have a district-wide initiative underway that needs stronger coalitions and better support for educators to shift perceptions and practices.

You are a good fit to be a Fellow if…

  • You are a system-level instructional or strategy leader (e.g., superintendent, chief academic officer, chief talent officer).

  • You are leading the implementation of one or more system-wide strategic initiatives and are focused on improving support for students and educators.

  • You are excited about using innovative, research-backed instruments to strengthen your leadership capabilities.

Learning Cohort Seminars

1. Introduction to the Formal Organization

An introduction to LearnScope's School System Capacity Model and the research behind it. Fellows assess their district's systems and structures against the model.

2. Introduction to the Hidden Organization

An introduction to the network science behind the analysis and what it means for building capacity in a school district. Fellows review their own district's findings and build a targeted stakeholder engagement approach.

3. Continuous Improvement Cycles (Multiple Seminars)

Fellows define a problem of practice in their district and engage in collective learning cycles based on their insights from their formal and hidden organization analyses.

Focus on defining the initiative’s theory of action, including key implementation steps, leading indicators of change, and intended outcomes, and approaches to establishing an inquiry-based model to promote collective learning and improvement.

4. Reflections & Sustainability Planning

Fellows reflect on their cohort experience, share feedback from their communities, and define strategies to build enduring continuous improvement capabilities in their communities.

Formal transition to Plan to Practice Fellow alumni status, including offering additional resources and shared learning opportunities.

Cohort Timeline

Programming will run from November 2026 through April 2027. Final schedule to be determined in collaboration with participating Fellows.
